The Project of Support for Decentralised Cultural Policies is a programme of the Directorate General for Development of the European Commission in the EDF framework. Eduard Delgado, at that time Director of Interarts, was the European expert chosen by the Commission to study the Guinean cultural reality and propose a series of guidelines to strengthen the cultural sector in the African country.
